About this programme

NEEDS is a Tamil Nadu MSME Department scheme to help first-generation entrepreneurs set up new manufacturing or service enterprises. It supports project costs above Rs 10 lakh and up to Rs 5 crore, financed through banks/state financial institutions. Eligible beneficiaries receive a capital subsidy of 25% of the eligible project cost, subject to a ceiling, along with an interest subvention of 3% on the term loan. Selection is done through District Task Force Committee interviews, and a one-month Entrepreneurship Development Programme (EDP) training is mandatory before sanction. It is run by Government of Tamil Nadu.

An interest subvention lowers the interest you pay on an eligible loan — you borrow as usual, and part of the interest is reimbursed or waived so your effective rate is lower. The amount and form of support that actually apply to you depend on the programme’s rules and how your application is assessed — they are not fixed for every applicant.

It is aimed at businesses in manufacturing and service enterprises (first-generation entrepreneurs). Like most government programmes, it has its own eligibility conditions, documentation and application window, and these terms are revised from time to time. Because of that, it is worth confirming the current eligibility, amount and deadline on the official programme page before you invest time in applying.
