What is Startup Odisha Incubator Support Scheme?
The Incubator Support component of Startup Odisha is run by the MSME Department, Government of Odisha through the Startup Secretariat and Startup Council / Task Force. It funds incubators housed within a University, a reputed academic institution, or a Centre of Excellence such as IIT, IIM, NISER or IISER, provided the incubator dedicates a minimum of 5,000 sq. ft. of carpet area to incubatees.
Four benefits are on offer: a one-time capital grant of 50% of capital cost (excluding building) up to Rs. 1 crore to set up or scale an incubation facility; a matching grant up to Rs. 5 crore case-to-case where a university raises its own infrastructure funding; utility expense reimbursement up to Rs. 1 lakh/year for up to 3 years, covering free internet, electricity and mentoring (not for virtual incubators); and a performance capital grant of Rs. 5 lakh per startup incubated for at least 3 months.
Recognition starts with an Incubator Registration Form; the Task Force decides once a month. A recognised incubator then applies online for each benefit with proof of investment or funding raised; after due diligence and approval, the grant is paid to its registered bank account, sometimes in phases against a budget/utilisation plan.
Who is eligible for Startup Odisha Incubator Support Scheme?
Aspiring or existing incubators established within a University, a reputed academic institution or a Centre of Excellence (IIT, IIM, NISER, IISER etc.) are eligible for the one-time capital grant if they dedicate a minimum of 5,000 sq. ft. of carpet area to incubatees; the utility reimbursement and performance grant additionally require the incubator to already be approved by the Startup Council/Task Force.

- You qualify for the matching grant if you are a university recognised under a Central/State Act that has raised its own funding for incubation infrastructure
- You qualify for the utility expense reimbursement if you are an approved incubator with physical infrastructure in place, providing free internet, free electricity and free mentoring to incubatees
- You qualify for the performance capital grant if you are an approved incubator and your startup has been incubated for at least 3 months
