What is Subsidised Incubation?
Subsidised Incubation is a rent-reimbursement scheme run by the Startup Secretariat (O-Hub), MSME Department, Government of Odisha, for startups recognised under the Startup Odisha Initiative. It reimburses 50% of the monthly incubation rent paid to any of the 17 incubators recognised under Startup Odisha, capped at Rs. 5,000/month, for a maximum of 12 months (one year), and can be availed only once per startup.
To use it, a startup registers on the Startup Odisha portal and applies, in the specified format, for subsidised incubation at a recognised incubator. The incubator reviews the application and, if recommending it, reports the monthly rental to the Secretariat within a week; the Secretariat sanctions reimbursement up to the cap and issues a sanction letter, after which the startup signs a fresh rent agreement with the incubator.
Reimbursement is then paid directly to the incubator, not the startup, quarterly, against submitted bills and a certificate of occupancy jointly certified by incubator and startup. The startup cannot sub-lease or share the space with another entity during the subsidy period.
Who is eligible for Subsidised Incubation?
Open to entities formally recognised as a Startup under the Startup Odisha Initiative that are incubated (or take incubation space) at one of the 17 incubators recognised under Startup Odisha; the subsidy can be availed only once per startup.
You qualify if:
- You qualify if your entity is formally recognised as a Startup under the Startup Odisha Initiative
- You qualify if you are incubated, or plan to be incubated, at one of the 17 incubators recognised under the Startup Odisha Initiative
- You qualify if you have not availed this rent subsidy before (it is a one-time benefit per startup)
- You qualify if you will not sub-lease or share the subsidised incubation space with any other entity during the subsidy period
You are not eligible if:
- Not eligible if the entity is not recognised as a Startup under the Startup Odisha Initiative
- Not eligible if incubated at a facility that is not one of the 17 recognised incubators
- Not eligible if the startup has already availed this subsidy previously
- Not eligible if the incubation space is sub-leased or shared with another entity during the subsidy period

How to apply for Subsidised Incubation
- Register on the Startup Odisha portal and submit an application, in the specified format, opting for subsidised incubation at one of the recognised incubators
- The concerned incubator examines the application and may accept or reject it, giving reasons
- If recommending acceptance, the incubator reports the monthly rental of the incubation space to the Startup Secretariat within one week of receiving the application
- The Startup Secretariat reviews the incubator's recommendation and, if it agrees, sanctions reimbursement of up to 50% of the monthly rental (capped at Rs. 5,000/month) for a maximum of 12 months
- On receiving the sanction letter, the startup signs a fresh rent agreement with the incubator for the subsidised term and submits it to the Startup Secretariat within one month of approval
- The incubator submits bills and a certificate of occupancy (co-certified by incubator and startup), and reimbursement is paid directly to the incubator on a quarterly basis, effective from the date of the rent agreement
