What is National Livestock Mission (NLM)?

The National Livestock Mission (NLM) is a DAHD scheme running since FY2014-15, outlay ₹2,300 crore, revised from FY2021-22. Its entrepreneurship strand now sits inside NLM's Sub-Mission on Breed Development of Livestock & Poultry and Sub-Mission on Feed & Fodder Development, funded as a Central Financial Assistance component (fully Centre-funded, not state cost-shared, unlike NLM's other Centrally Sponsored components).

Four activities are funded, each a 50% capital subsidy with the balance from a bank loan or self-finance: a rural poultry parent farm/hatchery/mother unit with a minimum 1,000 parent layers (up to ₹25 lakh); a sheep-and-goat breeding unit of 100-500 females + 5-25 males (₹10-50 lakh, scaled to size); a piggery breeder farm of 50-100 sows + 5-10 boars (₹15-30 lakh, scaled to size); and a feed-and-fodder value-addition unit for hay, silage, TMR or fodder blocks (up to ₹50 lakh).

Eligible entities are individuals, SHGs, FPOs, FCOs, JLGs and Section 8 companies. Applications go through the State Implementing Agency, online via the NLM portal or manually, are recommended by the State Level Executive Committee and approved by DAHD, with SIDBI releasing the subsidy to the lending bank in two instalments. No subsidy covers working capital, a personal vehicle, or land purchase/rent/lease.

Who is eligible for National Livestock Mission (NLM)?

Individuals, SHGs, FPOs, FCOs, JLGs and Section 8 companies with trained or experienced management/technical staff, either a bank/financial-institution loan sanction for the project or the capacity to self-finance with a bank guarantee, and their own or leased land for the project site, holding the required KYC documents.

You qualify if:

  • You qualify if you are an individual, SHG, FPO, FCO, JLG or Section 8 company proposing a rural poultry parent farm/hatchery, a sheep-and-goat breeding unit, a piggery breeder farm, or a feed-and-fodder value-addition unit at or above the scheme's minimum unit size
  • You qualify if you or your technical staff have relevant training or sufficient experience in managing and running the proposed livestock or fodder unit
  • You qualify if you have obtained a bank/financial-institution loan sanction for the project, or can self-finance it while providing a three-year bank guarantee for the balance beyond the subsidy
  • You qualify if you have your own land or leased land where the project will be established
  • You qualify if you hold the KYC and supporting documents the scheme requires (proof of address, Aadhaar, land-holding proof, etc.)

You are not eligible if:

  • You are seeking funding for working capital, a personal vehicle, or the purchase/rent/lease cost of land — these are excluded from the capital subsidy
  • Your proposed unit is below the scheme's minimum size for its activity (e.g., fewer than 1,000 parent layers for poultry; fewer than 100 females + 5 males for sheep/goat; fewer than 50 sows + 5 boars for piggery)

How much does National Livestock Mission (NLM) give, and in what form?

How to apply for National Livestock Mission (NLM)

  1. Arrange land (owned or leased) for the project and either secure a bank/financial-institution loan sanction or plan to self-finance with a bank guarantee
  2. Apply through the NLM online portal (nlm.udyamimitra.in), or, where the portal is not yet functional for a component, submit the application in the prescribed format manually to the State Implementing Agency (SIA)
  3. The SIA screens the application; once the bank/FI loan is sanctioned, the SIA places the application before the State Level Executive Committee (SLEC) for recommendation
  4. SLEC-recommended applications are marked by the SIA to DAHD's Project Approval Committee through the portal, along with the uploaded loan sanction
  5. On approval, DAHD releases the capital subsidy through the Small Industries Development Bank of India (SIDBI) to the lending bank in two equal instalments — the first after the bank's first loan instalment is released (or after 25% self-financed expenditure is verified), the second after the SIA certifies project completion

Frequently asked questions

How much subsidy can I get for a poultry unit under NLM?

Up to ₹25 lakh. The Central Government provides a 50% capital subsidy for setting up a Parent Farm, Rural Hatchery and Brooder-cum-Mother Unit with a minimum of 1,000 parent layers, released in two equal instalments through SIDBI to the lending bank.

How much subsidy is available for a sheep and goat breeding unit?

Subsidy scales with unit size, from ₹10 lakh for a 100-female + 5-male unit up to ₹50 lakh for a 500-female + 25-male unit — in each case 50% of the project's capital cost, released in two equal instalments via SIDBI.

How much subsidy is available for a piggery unit under NLM?

From ₹15 lakh for a breeder farm of 50 sows + 5 boars up to ₹30 lakh for 100 sows + 10 boars, again 50% of the project's capital cost, released in two instalments via SIDBI to the lending bank.

Is there a subsidy for fodder or feed-processing units under NLM?

Yes. Entrepreneurial units for hay, silage, Total Mixed Ration (TMR) or fodder-block making, and fodder storage, get a 50% capital subsidy up to ₹50 lakh, released to the beneficiary through the State Implementing Agency in two equal instalments.

How do I apply for an NLM entrepreneurship subsidy?

Apply through the NLM portal (nlm.udyamimitra.in) or, where that portal isn't active for a component, submit the application manually to your State Implementing Agency (SIA). The SIA screens it, the State Level Executive Committee recommends it, DAHD's Project Approval Committee approves it, and SIDBI then releases the subsidy to your lending bank in two instalments.

Who is eligible for the NLM entrepreneurship subsidy?

Individuals, Self Help Groups, Farmer Producer Organisations, Farmer Cooperative Organisations, Joint Liability Groups and Section 8 companies, provided they (or their technical staff) have relevant training or experience, have their own or leased land for the project, and have either a sanctioned bank loan or the ability to self-finance with a three-year bank guarantee.

What costs are excluded from the NLM subsidy?

The capital subsidy does not cover working capital, a personal vehicle, or the purchase, rent or lease cost of land — entrepreneurs must fund these separately through the bank loan or self-finance component.
