- KeralaKerala runs one of India\'s more active state startup ecosystems through its startup mission, with support spanning idea grants, scale-up funding, patent-cost reimbursement and procurement access.14
- KarnatakaKarnataka's startup support runs through KITS (Startup Karnataka): Elevate grants-in-aid, Government First work orders, and the 2025-30 policy's standing reimbursements for patents, SGST, PF/ESI, certifications, cloud and international events.11
- ChhattisgarhChhattisgarh's startup policy, run through the state single-window portal, gives seed assistance, interest subsidy, patent and certification subsidies, rental reimbursement and employment-linked support, with MSME capital subsidies under the 2024-30 industrial policy.9
- Uttar PradeshUttar Pradesh supports startups through its IT and startup policy and an incubator network, with incentives that are frequently tied to setting up in specified districts or parks.8
- GujaratGujarat\'s student and startup policy provides sustenance allowances, prototype support and assistance routed through approved nodal institutions, alongside a substantial industrial-subsidy regime.6
- HaryanaHaryana's Startup Policy 2022, delivered through the Invest Haryana portal, reimburses lease rental, patent costs, cloud storage, acceleration fees and net SGST for registered startups.6
- Tamil NaduTamil Nadu\'s startup and MSME support is delivered through its startup agency and industrial departments, with a strong manufacturing and hardware bias alongside general startup schemes.6
- Madhya PradeshMadhya Pradesh's startup policy, administered by the MP Startup Centre, matches investment received, reimburses lease rental and patent costs, and pays employment-linked assistance to product startups.5
- OdishaStartup Odisha pays a monthly allowance and product-development grants, runs the Odisha Startup Growth Fund and O-Hub, with MSME policy incentives on top.5
- JharkhandJharkhand's Startup Policy 2023, run through ABVIL, pays a subsistence allowance and funds prototype development, marketing, patents and GST and stamp-duty reimbursements.4
- MaharashtraMaharashtra Startup Week and MSInS grants, the TVARAN tech accelerator, and the state's MSME package scheme give Maharashtra founders both grants and incentives.4
- TripuraTripura's Swavalamban self-employment scheme and NEDFi finance support new enterprises in the state.4

- BiharBihar's startup policy offers seed funding through Startup Bihar, with the Bihar Udyami Yojana and industrial policy subsidies for new enterprises.1
- RajasthanRajasthan's iStart platform runs the state's seed funding and sustenance allowance, with RIPS 2024 incentives for MSMEs and RFC loans.1
- TelanganaTelangana's T-Hub, WE Hub, T-Works and the state innovation cell run grand challenges and funds, with the T-Fund for early-stage startups.1
