The programmes here exist for exactly that, and they are evaluated by domain panels rather than by business plan alone.

Expect a heavier technical submission than a general startup scheme asks for — a defensible technical milestone plan, and often an academic or institutional partner. Several of these programmes also fund equipment and trials that generic seed grants explicitly exclude.
